Non-federal Flood Control Inspection and Database Development Program – Washington, Idaho, Montana

Tetra Tech, Inc. has provided support to the US Army Corps of Engineers, Emergency Operations Division of the Seattle District by being involved in the PL84-99 program. Tetra Tech’s role includes performing inspections of non-federal levees and developing a GIS database.

The program has levees in each of three states including Washington, Idaho, and Montana and 24 counties within the Seattle District boundaries. Since the inception of the project, 163 levees have been inspected on 23 major rivers. Individual GIS database sites have been developed for each levee system and provided to the Emergency Operations Division of the Seattle District. The program uses Tetra Tech personnel on a variety of work including field inspections and data collection, hydrologic and hydraulic analysis, and GIS database development.

The GIS databaseprogram was originally developed for the Los Angeles District and has been modified and further developed with additional functionality to meet the needs of Seattle District personnel. The project blends elements of field data collection, engineering evaluation reports, and software programming, to provide simple access to a variety of data. Moreover, the GIS database assists Corps project managers in evaluating and managing the PL84-99 Nonfederal Flood Control Program and interfacing with local sponsors.
