Non-Federal Levee and Flood Control Works Inspection Program GIS Database and Related Emergency Response Work – California, Nevada, Utah, Arizona
Tetra Tech developed a GIS database and provided related emergency response services for the Los Angeles District of the U.S. Army Corps of Engineers for the past 6 years as part of their update of the Non-Federal Flood Control Works (FCW) Inspection Program (PL 84-99 Program). This program establishes a FCW database of eligible sites that could be subject to rehabilitation assistance. Eligibility inspections were performed for non-federal FCW structures including levees, channels, basins, gates, spillways, etc., at locations within the Los Angeles District boundary (37 counties throughout Southern California, Southern Nevada, Southern Utah, and Arizona).
Tetra Tech was retained to assist in eligibility inspections for the program, which ultimately included the evaluation of thousands of sites and preparation of a GIS database. Approximately 600 sites per year were eliminated by the screening process, while approximately 30 to 40 sites per year were identified that required full eligibility analysis and inclusion into the GIS database. The database managed information including site maps, discharge-frequency curves, site photos, inspection reports, eligibility status, and hydrologic/hydraulic information for each site.
The related emergency response services for this effort included preparation of damage estimates, cost estimates, scopes of work, and development and evaluation of repair and rehabilitation alternatives for 222 in-river and river crossings in CA and AZ and 300 bridges in AZ
