Emergency Levee Rehabilitation – Site Assessment, Planning
and Design - Washington
Under Public Law 84-99, the Corps of Engineers is authorized to assist
with rehabilitation of approved flood control works threatened or destroyed
by floods. After flooding in November 2007, Seattle District received
54 requests for rehabilitation assistance through the PL 84-99 Program.
Tetra Tech was contracted to perform field investigations to assess the
extent of damages and to prepare Project Information Reports (PIRs) which
document the planning and design of rehabilitation alternatives at each
site. The scope of this contract included the following 27 sites.

Tetra Tech was contracted to:
- Organize and lead site assessment and field data collection including coordination with local levee owners, environmental agencies, and tribes. Site visits included assessment of levee condition, characterization of damage, field measurement of damaged levee prism, identification of economic infrastructure at risk, and identification of environmental concerns and design criteria. Tetra Tech prepared Trip Reports documenting each site visit.
- Develop Project Information Reports for each Rehabilitation Site, including hydrologic and hydraulic analysis, civil design, cost engineering, economic analysis of expected annual flood damages with and without rehabilitation, and environmental analysis.
- In a related task order Tetra Tech was contracted to prepare NEPA and ESA documentation for the 9 highest priority sites, scheduled for construction in the 2007 fish window.

This project is being executed on an extremely fast-tracked schedule to help Seattle District ensure the safety of communities within its jurisdiction from flood risk during the upcoming flood season.
