Our People

The Surface Water Group (SWG) of Tetra Tech, Inc. is a full-service civil engineering, planning, applied sciences, and environmental entity. We are committed to providing growing communities with facilities and systems to improve the quality of life, protect the public health and safety, and restore environmental quality.

SWG’s origins lie in three small businesses that have joined Tetra Tech since the mid 1990's. Simons, Li and Associates, Inc. was a leader in the western United States in complex surface water hydraulics and design. FLO Engineering, Inc. specialized in surface water hydrology and hydraulics and was the developer of the widely used FLO-2D model, used today for debris flow modeling on alluvial fans, steady and unsteady state modeling of levees, and for 2D applications. Mussetter Engineering, Inc. joined us in 2009 and brings to our team world-class expertise in fluvial geomorphology, environmental hydraulics and other technical services. All firms were well-known for their specialized capabilities in water resource related analysis, planning and design services.

Today, SWG offers expertise in water resource related projects that address issues connected to water quantity, quality, aquatic habitat, and other water-dependent environmental resources. The Surface Water Group is made up of approximately 110 associates, 12 have earned Ph.D.'s and 39 have earned M.S. degrees in their areas of specialty.
